Annapolis, Md. -- PharmAthene, an Annapolis-based biodefense firm developing medical countermeasures against biological and chemical threats, said on Friday it plans to raise $6.5 million through a registered direct offering, selling stock and warrants to unspecified institutional investors. Under the deal, the company said it will sell nearly 1.9 million shares for $3.50 each. The offering is expected to close next Wednesday, with the company using the approximately $5.8 million in new proceeds for general corporate purposes.

College Park, Md. -- The University of Maryland has named Brian Voss as its new vice president of information technology and chief information officer (CIO). Voss, who currently served as Louisiana State University's first-ever vice chancellor for information technology, will begin his new role in August. He will succeed interim IT vice president and CIO Joseph JaJa, and the late Jeffrey Huskamp. Voss has been at LSU for six years, where he led efforts to adopt the open source Moodle Learning Management system, and previously spend nearly 20 years at Indiana University.

o U.S. Information Technology Employment Grows for 17th Straight Month

Alexandria, Va. -- For the 17th straight month, U.S. information technology employment grew in May, albeit at a slower pace, according to new figures from the Alexandria-based TechServe Alliance, a collaboration of IT services firms, clients, consultants and suppliers. The organization said that the number of IT jobs now stands at 4.01 million, up 1,100 from the prior month. The figure is up more than 100,000 from May 2010. IT employment first crossed the 4 million mark in February. "While the rate of growth moderated last month, the long-term trajectory of IT employment remains decidedly positive," said Mark Roberts, CEO of the TechServe Alliance.

o Report: U.S. Online Ad Spending to See Rapid Growth This Year

New York -- The U.S. online advertising market is expected to see "rapid growth" this year, with spending predicted to increase 20.2% to $31.3 billion, according to a new report from market research firm eMarketer. That projection is up from eMarketer’s previous estimate of 10.5% growth, and would eclipse last year's growth rate of 14.9%. "As consumers continue to increase their time spent online and as the resurgent economy continues to bolster ad budgets, we're going to continue to see an influx of dollars toward the Internet," said analyst David Hallerman. "More ad formats, such as video, and more channels, especially social media and mobile, are also key contributors to the spending gains." The firm said the Internet will account for nearly one-fifth of all major media ad dollars spent in the U.S. this year, up from 17% in 2010.
