o Annapolis-Based iJET International Acquires U.K.-Based red24

Annapolis, Md. -- iJET International, an Annapolis-based provider of intelligence-driven risk management tools designed to help multinational organizations avoid threats, mitigate risk and protect their assets, said it has acquired U.K.-based red24, a provider of risk management services to the insurance market. Financial terms of the deal were not disclosed. iJET said the acquisition will allow it to add services focused on kidnap, ransom and extortion; product safety and recall; corporate investigations; and background screening. Maldwyn Worsley-Tonks, the CEO of red24, will remain with the company in an unspecified role. iJET also said it will establish a third Tech Innovation Center in South Africa, expanding on red24's existing tech center.

o Alexandria-Based Insignia Consulting Acquires Burdeshaw Associates

Alexandria, Va. -- Insignia Consulting Group, an Alexandria-based provider of business strategy and management consulting services, said it has acquired Bethesda-based Burdeshaw Associates. Financial terms of the deal were not disclosed. "This acquisition brings a terrific set of complementary capabilities to Insignia," said Alex Heidt, the company's chairman and CEO. "Burdeshaw Associates greatly expands our ability to deliver these services." William Hartzog, a retired Army general who led Burdeshaw, said the acquisition was the logical next step in the company's progression. "We have grown very quickly and are ready to make use of the extensive resources that Insignia offers," said Hartzog. Burdeshaw will operate as a subsidiary of Insignia and will continue to serve its existing customer base.

o McLean-Based Tegna Sells Cofactor to Liquidus Marketing

McLean, Va. -- Tegna, the McLean-based broadcast and digital media company formerly known as Gannett, said on Friday it has sold Cofactor, a developer of digital ad technology designed to help brands convert online content to offline sales, to Chicago-based digital marketing firm Liquidus Marketing. Financial terms of the deal were not disclosed. Cofactor's predecessor, Shoplocal, was founded in 1999. Gannett first acquired a stake in that company, then known as CrossMedia Services, in 2004, in partnership with fellow newspaper publishers Knight Ridder and Tribune. It then bought out the other companies' stakes in 2008, eventually merging Shoplocal with PointRoll to create Cofactor.

o Survey: Nearly a Quarter of Virginia Residents Lack Internet Access

Herndon, Va. -- Nearly a quarter (23%) of Virginians, primarily in rural areas, still lack fixed Internet access, according to a new statewide broadband demand survey by the Center for Innovative Technology (CIT). In addition, almost half (48%) of the respondents are relying on technologies that are too expensive or too slow to support critical applications. The goal of the survey, which drew more than 15,000 responses from residents and businesses, was to identify parts of the state where broadband is needed most. "This survey provided us crowd-sourced broadband demand that gives us a view of unserved areas beyond the provider reported coverage," said Sandie Terry, CIT's vice president of broadband. "We are grateful for the providers that worked with us to investigate clusters of unmet demand. Those efforts identified policy and process changes that can eliminate barriers to expansion." o Online Sales for Green Monday Increase 15% from 2015 Levels

Reston, Va. -- Americans spent $1.62 billion online through their desktops on Green Monday (Dec. 12), according to new figures from Reston-based comScore. Sales for the day -- created by online retailers -- rose 15% from a year ago, representing the fifth heaviest online spending day of the holiday season-to-date after Cyber Monday; Tuesday, Nov. 29; Black Friday and Friday, Dec. 9. All told, consumers have spent $49.3 billion online for the holiday season to date, up 12% from 2015 levels. "We have continued to see strong online spending since Thanksgiving, with Green Monday marking the 19th consecutive billion-dollar day on desktop, bringing the total number of days achieving this milestone up to 27 for the season," said comScore CEO Gian Fulgoni. "This far surpasses last year's record of nine consecutive billion-dollar days, and it's likely we will see this trend continue through at least the end of this week before the season officially begins winding down."

o Report: 2016 Weakest IPO Year in U.S. Since Financial Crisis

London -- This year was the weakest for IPO activity in the U.S. since the global financial crisis in 2009, according to a new report by EY. Deal volume fell 36% to 1120 IPOs, while capital raised fell 37% to $21.3 billion. Still, companies that have gone public in 2016 have performed well, currently trading on average 17.6% above their debut prices. "There are a number of indicators that point to optimism in 2017," said Jackie Kelley, EY Americas IPO leader. "Private equity continues to provide a robust pipeline of strong deals. The backlog of tech companies is starting to make a debut. Unicorns are beginning to find a successful place in the public markets.
