Chantilly-based Parsons to Acquire BCC Engineering for $230 Million
Chantilly, Va. – Parsons, the Chantilly-based provider of technology and technical services to the government, announced that it will acquire Miami-based transportation engineering firm BCC Engineering for $230 million in cash. BCC is a portfolio company of private equity firm Trivest Partners. BCC Engineering provides a variety of technical and design services in the areas of transportation, civil, and structural engineering.
“Parsons’ acquisition of BCC represents another important milestone in our mission to advance mobility solutions across North America,” said Carey Smith, president and CEO of Parsons. “Our collaboration will enable us to drive progress, foster economic growth, and ultimately create more connected and resilient infrastructure across the nation.”
Herndon’s Apex CoVantage Acquires Progressive Publishing Services
Herndon, Va. – Apex CoVantage, a Florida-based provider of AI-assisted content and data services with primary operations in Herndon, said it has acquired Pennsylvania-based publishing services company Progressive Publishing Services. Financial terms of the deal were not disclosed. Apex said the move will expand its presence in nursing and healthcare publishing. “Together, we will enhance services and provide valuable offerings to STM and healthcare clients,” said CEO Pardha Karamsetty. Apex has managed large-scale projects for publishers and media companies for over 35 years.
Arlington Portfolio Company IDS Names Tammer Olibah as New CEO
Washington, DC – Arlington Capital Partners, the DC-based private investment firm, said on Tuesday that portfolio company Integrated Data Solutions (IDS), a California-based provider of software and technology services to federal clients, has named Tammer Olibah as its new president and CEO. He succeeds co-founder James Truhe, who will remain on the board. Olibah, a graduate of George Mason University, most recently served as the president and CEO of Hexagon US Federal, and earlier was part of the executive team leading Booz Allen Hamilton's information technology and cybersecurity business.
Rockville-Based USP Acquires Stratix Labs
Rockville, Md. – U.S. Pharmacopeia (USP), a Rockville-based developer of resources and standards for medicines, dietary supplements and food ingredients, said it has acquired Minnesota-based microbiology technology company Stratix Labs. Financial terms of the deal were not disclosed. USP said the move will add Stratix’s microbial preservation technology, expanding its offerings involving microbial contamination control across the pharmaceutical industry.

(Washington, DC) Halifax Group, a DC-based middle-market private equity firm, has promoted Davis Hostetter to managing director from principal. Hostetter joined the firm in 2017. Halifax said Hostetter helped lead the firm’s investment in Case FMS, The Liberty Group and Trimech.
(Roanoke, Va.) Roanoke-based Luna Innovations, a developer of fiber optic-based technology, has named William Phelan as its new CFO and chief accounting officer. Phelan, most recently the chief accounting officer at MiMedx Group, succeeds John Roiko, who joined Luna out of retirement in May and now will shift to a consulting role.
(Ashburn, Va.) Ashburn-based technology services provider DXC Technology has named Andy Makridis, former COO of the Central Intelligence Agency (CIA), as an advisor focused on the public sector. Makridis will report to Chris Drumgoole, the company’s managing director of global infrastructure services.
